Javier Sevilla

Chief Executive Officer

Javier leads Flatiron as Chief Executive Officer — leveraging more than 24 years of experience in civil construction leadership in the United States and Europe.

His diverse portfolio of high-profile projects includes high-speed rail, sustainable mobility, bridges, highways, tunnels and dams. Javier has deep experience in progressive collaborative contracting methods as well as highly complex, design-build and public-private partnership projects.

During Javier’s tenure, Flatiron has expanded into new geographies and diversified its project portfolio beyond transportation, while embracing innovation and latest technologies. Flatiron is building on its leadership in highways, rail and transit, bridges and aviation to strengthen positioning in water and wastewater treatment facilities, resiliency and flood protection, and sustainable mobility. Javier’s emphasis on client satisfaction, community and employee engagement, operational excellence, innovation and sustainability has enabled higher quality project delivery, industry-leading safety results, long-lasting client relationships.

Prior to joining Flatiron in 2013 as Chief Operating Officer, Javier was CEO of Pulice Construction, a U.S.-based heavy civil general engineering contractor and construction management firm. He built the foundation for his career in Spain at the project level for Dragados, a global infrastructure construction company. He served as Project Director for the Perpignan-Figueras high-speed rail project creating the rail link that connected cities in France and Spain. As his career progressed, he became District Manager for Dragados in the Catalonia region of Spain.

Javier has a master’s degree in civil engineering from the University of Granada in Spain.
